All ingredients should be room temperature before adding them in. Fill a large pot 1/2 full with cold water and add a tsp of salt. Skin potatoes and cut potatoes to about 1 inch in size. Add potatoes into the cold water. Bring to a boil and maintain boil til potatoes are soft and fork can be inserted easily, about 20 minutes.
Use a hand masher, potato ricer, or you can press the potatoes through a sieve with a spatula to get an exceptionally creamy potato. Slowly mix in melted butter and set aside.
Heat the cream with rosemary and garlic in a small saucepan over medium heat. Just BEFORE it simmers, pour the cream through a strainer into the mashed potatoes (so the spices don't go into the potatoes). Add in cream cheese if desired. Blend together.
